Umm if you are not seeing the shout box now it is a setting on your computer... it was full as of the time you wrote this...

Has nothing to do with membership fees... it is some strange security setting. For example Ed Freak and Mark can not see it. I can see it with FireFox, my phone and IE8.
Did this just start with your new PC??
