Nothing to do with scooters but I thought this was rather Bizarre.
During World War II there were ligitimate fears that the United States would be invaded and there could be a gas attack.  Gas was used in World War I with horrific results.

Civilians were instructed in the use of gas masks, and gas masks were made to fit children.  The idea of shoving a scary mask over a kids face was a problem.  In 1942 this was the solution.
